How do I know a shop is legally registered?

Ask for the shop's 13-digit business registration number, then look up the name, status and registration year free on DBD DataWarehouse (datawarehouse.dbd.go.th), run by Thailand's Department of Business Development.

Can I sell to a shop with no storefront?

You can, but it's riskier. Prefer a shop with a real storefront or one that lets you meet in person. Never send the bag before you're paid, and always keep a record of your conversations.
